Full service rental property management in Bloomington, MN
Bloomington will not issue a rental license until the property passes an Environmental Health inspection, and you get 60 days from paying the fee to schedule, complete and pass it. Freedom Rental Property Management manages that clock so a Bloomington application does not get cancelled.
We manage single family homes, townhomes and small multifamily rentals: pricing and marketing, tenant screening against written criteria, electronic leasing, rent collection and monthly owner statements, maintenance coordination with after hours on call, and an annual inspection with a photo report. There is no markup on vendor invoices.

What does property management cost in Bloomington?
Managing a Bloomington rental costs a flat $125 a month with Freedom Rental Property Management, whatever the rent, instead of the 8% to 12% of collected rent most companies charge. Tenant placement is 50% of one month’s rent with a $995 minimum, a lease renewal is $200, and the annual inspection is $200. Meeting a Bloomington city inspector and handling the follow up is a flat $110.

What does a Bloomington rental license involve?
Bloomington licenses rental housing under Chapter 14 of the city code and will not issue a license until the property has passed an Environmental Health inspection (City of Bloomington rental housing licensing and inspection program). New licenses get a new license inspection, and all other rental properties are inspected annually. Exteriors are inspected systematically through the year, and at least 10% of multifamily units are inspected each year.
Two deadlines matter more than the fee. Once the application fee is paid, an owner has 60 days to schedule, complete and pass the inspection, and missing that window cancels the application and forces a fresh one. Separately, missing the scheduled Health Inspector visit, or the inspector being unable to get in, costs $300 to reschedule. Both of those are coordination failures rather than property problems, and both are what a manager is for.
Bloomington does not publish its base license fee online. Current amounts come from Business Licensing at 952-563-8728, and we confirm the figure as part of onboarding a Bloomington property rather than quoting a number that may have moved.
Who pays the city utilities on a Bloomington rental?
Bloomington does not let tenants hold the city utility account. The owner must pay and the account stays in the owner name.
This is the opposite of most neighboring cities, and it matters for cash flow. A Bloomington owner either builds the utility cost into the rent or bills the resident back each cycle, and an unpaid balance follows the owner rather than the tenant.
Bloomington utility billing can be reached on 952-563-8726. We set this up at move in so the right party is on the account from day one, which is the most common source of a surprise balance at move out.
Worth re-checking rather than assuming. More metro cities are dropping tenant payments on city utility accounts entirely, so whatever Bloomington allowed when you bought may not be what Bloomington allows now. We confirm it at onboarding.
