Minneapolis Rental Licensing and Property Management

Full service rental property management in Minneapolis, MN

Minneapolis runs the most demanding rental license program in the metro, and the tier your property lands in decides both what you pay and how often an inspector visits. Freedom Rental Property Management handles the license, the inspection and the corrections so you do not have to learn the points system yourself.

We manage single family homes, townhomes and small multifamily rentals: pricing and marketing, tenant screening against written criteria, electronic leasing, rent collection and monthly owner statements, maintenance coordination with after hours on call, and an annual inspection with a photo report. There is no markup on vendor invoices.

For a fuller description of the role, see what a property manager does.

Managing a Minneapolis rental costs a flat $125 a month with Freedom Rental Property Management, whatever the rent, instead of the 8% to 12% of collected rent most companies charge. Meeting a Minneapolis city inspector and handling the follow up is a flat $110.

How does the Minneapolis rental license work?

Minneapolis assigns every licensed rental property to one of three Property Conditions Tiers based on two years of inspection, violation and solid waste records. The tier sets your license fee and how often the city inspects, and properties in a higher tier are inspected more often and charged more (City of Minneapolis rental license fees).

Tier placement runs on points. Tier 1 is 0 to 19 points, Tier 2 is 20 to 39 points, and Tier 3 is 40 points or more. Points come from violations found at inspection: a life safety violation such as a missing smoke or carbon monoxide detector is 6 points, a quality of life violation such as pests or a failed water heater is 5 points, an additional code violation is 1 point, a nuisance violation such as trash or tall grass is half a point, and a notice to condemn is 10 points.

TierPointsFee, 1 to 3 unit buildingSupplemental fee
Tier 10 to 19$98 plus $41 per unitNone
Tier 220 to 39$105 plus $75 per unit$121
Tier 340 or more$121 plus $190 per unit$243

The tier also sets how often the city comes back. Minneapolis inspects Tier 1 properties every eight years, Tier 2 every five years and Tier 3 every year, so the difference between the best and worst tier is an inspector at the property eight times as often.

Every Minneapolis rental license expires at the end of February, and a renewal received after March 15 carries a penalty of 25% of the license fee. The practical consequence of the tier system is that two avoidable violations at one inspection can move a single family rental from Tier 1 to Tier 2, which roughly doubles the per unit fee and puts the property on a shorter inspection cycle. Staying in Tier 1 is mostly a matter of catching detector, water heater and pest issues before the inspector does, which is what our annual inspection is for.

Who pays the city utilities on a Minneapolis rental?

Tenants can pay the city utility bill, but the account stays in the owner name.

The Minneapolis city utility bill covers water, sanitary sewer, stormwater, solid waste and recycling, and the state testing fee.

Minneapolis utility billing can be reached on 612-673-1114. We set this up at move in so the right party is on the account from day one, which is the most common source of a surprise balance at move out.

Worth re-checking rather than assuming. More metro cities are dropping tenant payments on city utility accounts entirely, so whatever Minneapolis allowed when you bought may not be what Minneapolis allows now. We confirm it at onboarding.
