What does New Hope require to rent out a house?
Every residential rental in New Hope must register with the city annually (City of New Hope rental information). For one and two unit properties, which covers single family homes, condominiums and duplexes, the certificate runs July 1 through the end of June. For buildings of three or more units the certificate runs January 1 through December. Short term rentals need a certificate too.
New Hope inspects one and two unit rentals once every two years and three plus unit buildings roughly every three years. When an inspection turns up required corrections, the work must be completed and a follow up inspection requested within 15 days. That 15 day window is tighter than most neighboring cities allow, and it is the single most common way a New Hope owner ends up out of compliance without meaning to be.
New Hope also offers money back for training. An owner who completes the Minnesota Multi Housing Association course “Fundamentals of Rental Property Management in Minnesota” within six months of converting a property to a rental can earn a $250 rebate, with a further $250 available if there are no reports of disorderly behavior at the property within 18 months.
Who pays the city utilities on a New Hope rental?
Tenants can pay the city utility bill, but the account stays in the owner name.
The New Hope city utility bill covers water, sewer, recycling, organics, storm drainage, street lighting and the state testing fee.
New Hope utility billing can be reached on 763-531-5100. We set this up at move in so the right party is on the account from day one, which is the most common source of a surprise balance at move out.
Worth re-checking rather than assuming. More metro cities are dropping tenant payments on city utility accounts entirely, so whatever New Hope allowed when you bought may not be what New Hope allows now. We confirm it at onboarding.
